In a bowl - pour diced tomatoes and 1 cup of water together - stir - the mixture should equal 4 cups - if it does not add more water till it does - stir in sugar
In a large skillet - heat oil - add garlic - heat for 2 minutes - add beef - cook till brown - pour off excess fat - add seasonings ( red pepper flakes, little pepper and garlic salt)
Add about 2 teaspoons of parsley
Add pasta - even layer
Add tomato mixture - cover and cook for 25 minutes
Add cheeses except ricotta
Once cheese are melted add dollops of ricotta
Cover with lid for 5 minutes for the ricotta to melt a little
