What does, “make all coupons up to $1” mean? Are they rounding all coupons below $ $0-$.99 up to $1? The announcement is a big ambiguous.

Well if that came directly from the store they should proof before sending. Is that TAKE or Make coupons up to a dollar? What about coupons over a dollar?

They did it for a while here in Scottsdale, and were also accepting competitors coupons also. That was wonderful! One warning, if you use Shortcuts.com and load coupons on your Frys card, you will not be able to use a paper coupon for the same product.
